Dr. Omar Haroun is Deputy Director for Evaluation and Quality Assurance at the Ministry of Higher Education and Scientific Research. An Associate Professor at the University of Medea and holder of a university habilitation in economics, he specializes in international economics, entrepreneurship, and SME financing, combining academic, institutional, and managerial responsibilities, including serving as Director of the University Business Incubator.

A TOT-certified trainer and member of the National Commission for Innovation and Entrepreneurship, he has completed numerous specialized training programs in ISO quality management systems. He currently leads projects on quality assurance in higher education and the deployment of the ISO 9001 standard across Algerian universities.
